ORANGE COUNTY SHELTERS

Partnering with the City of Anaheim to provide vital support and resources, the Anaheim Emergency Shelter helps alleviate homelessness in Orange County. Our Anaheim Emergency Shelter provides supportive services for men and women in a safe, pet-friendly 325-bed facility. The Salvation Army’s case managers, housing, recovery, and employment navigators work with residents to provide them with tools and resources to help transform lives, and provide hope for a brighter future.

This transitional shelter, a total of 150 beds, offering 90 beds for men, 49 beds for women, and 10 beds for couples with medical offices, common areas, work stations, a dog run, laundry room, and indoor/outdoor congregate spaces.The Buena Park Navigation Center is a transitional homeless shelter facility built from 48 40’ repurposed shipping containers. An approximate 15,360 SF portion towards the front of the site serves as a separate men’s, separate women’s locker room style showers, a catering kitchen, office space, clinic space, and a conference/classroom space.

Operated by illumination health and home, unlike traditional shelters, navigation centers are low-barrier—meaning they welcome individuals with pets, partners, and belongings—and provide on-site services like case management, healthcare, and housing navigation. The goal is to help people get back on their feet by addressing immediate needs and guiding them toward long-term solutions. Individuals can access on-site case management and services. With access to healthcare, mental health services, substance use counseling and job placement, the goal is to stabilize individuals and “navigate” them into permanent housing.

The Center of Hope is a comprehensive solution, modeling a public/private partnership that leverages a 325-bed low-barrier emergency shelter, 72-bed permanent supportive housing, onsite medical and dental care, alongside an award-winning 175-bed drug and alcohol rehabilitation center – all at one location – a campus of freedom, a very Center of Hope

Central Cities Navigation Center (CCNC) offers a low-barrier transitional emergency housing and wrap around services to homeless individuals in the Central Service Planning Area. The CCNC accommodates 85 beds with the capacity to expand to 100 beds.

Acting as a triage between homelessness and housing, the 70-bed Bridge Shelter provides interim housing coupled with wrap-around services to support guests on their journey to securing a permanent housing option. The City of Costa Mesa partners with the local non-profit, Mercy House, to operate the Bridge Shelter and coordinate the provision of guest services, providing safe interim housing and wraparound support to help individuals transition into permanent housing.
Mercy House is responsible for the day-to-day operation of the facility including the provision of services related to locating, securing and maintaining permanent housing; identifying and mitigating barriers to housing and employment; referrals to third-party services and resources; providing extracurricular activities and modes of entertainment for shelter guests; overseeing security in and around the facility; as well as facilitating the transportation of guests to and from the shelter. Friendship Shelter’s Alternative Sleeping Location (ASL) Emergency Shelter, is a collaboration between Friendship Shelter and the City of Laguna Beach. Located on Laguna Canyon Road, the ASL shelter offers 35 beds, provides basic needs and wraparound services including a safe place to sleep, shower, and do laundry; all meals; assistance connecting to medical and mental healthcare; income, benefit and employment assistance; and transportation support.
Friendship Shelter’s Bridge Housing Program is located on S. Coast Highway in Laguna Beach with 30 beds. Staff works to strengthen each client’s social and community connections with family, health providers, addiction and other support groups, senior and young adult groups, faith groups, coworkers, and volunteer opportunities prior to and immediately after housing placement. Both shelters provide basic needs and wraparound services including a safe place to sleep, shower, and do laundry; all meals; assistance connecting to medical and mental healthcare; income, benefit and employment assistance; and transportation support. The Fullerton Navigation Center provides 90 beds for adults experiencing homelessness, with an additional 60 beds for adults in need of recuperative care, operated by illumination health and home.

The HOPE Center is a non-profit services organization formed through the leadership of the North Orange County Public Safety Collaborative (NOCPSC). Our mission is to provide a responsive and effective regional mobile outreach response to the unsheltered persons experiencing homelessness in the cities who form the NOCPSC. We respond to non-emergency calls for assistance throughout the multi-city operations area we serve. Our goal is to provide an effective and efficient alternative to police officers responding to non-emergency calls from the public including private citizens and businesses. Huntington Beach Navigation Center provides emergency shelter for men and women, supportive services to clients by Housing Navigators, storage on site, and shuttles to transport clients to numerous locations in North Orange County. This is not a walk-up facility. Services are operated by the City of Huntington Beach and Mercy Housing.

Additionally, city social workers maintain weekly office hours on a first-come first-serve basis, at the following locations:

• Huntington Beach Police Department Front Lobby located at 2000 Main Street, every Tuesday from 9:00 a.m. – 11:00 a.m. and Wednesday 10:00 a.m. – 12:00 p.m.
• Community United Methodist Church located at 6652 Heil Avenue every Wednesday from 1:30 p.m. – 3:00 p.m.
• Refuge Calvary Chapel located at 7800 Edinger Avenue, every Thursday from 11:00 a.m. – 12:30 p.m.

Village of Hope provides transitional and emergency housing for up to 262 homeless men, women, and children, and emergency housing for survivors of human trafficking. Along with a program that offers in-depth spiritual and personal growth, students have access to comprehensive services like counseling, job training, medical and dental care, and more to support and guide them into health and self-sufficiency.

This is a specialized emergency shelter and transitional program provides safe shelter, counseling, and addiction recovery specifically for unaccompanied homeless women.WISEPlace provides safe shelter with wrap-around services as a 501(c)(3) nonprofit organization. It is the only Orange-County based establishment leading the effort to end homelessness for unaccompanied women.

The Yale Navigation Center is a County shelter for individuals experiencing homelessness, located in the City of Santa Ana. Opened in January 2021, the center is operated by PATH through a contract with the County of Orange. PATH provides shelter and supportive services for up to 425 adult individuals and couples experiencing homelessness in the Central Service Planning Area (SPA). Services are trauma-informed and focus on stabilization, permanent housing placement, and reintegration into the community.

Referrals into Yale Navigation Center are available by Central SPA approved referring partners and/or getting connected through a Central SPA Access Point by calling 2-1-1.
